AISD approved for second round of savings

District to save big bucks thanks to low-rate loan

During the Tuesday, July 6, school board meeting, Atlanta ISD assistant superintendent of business and finance Marilyn Cobb announced the district has been approved for a second round in the QSCB (Qualified School Construction Bond) program.

Through the first approval in 2009, $5.735 million of the $13.86 million in bonds will be issued interest-free for 15 years. The QSCB program is estimated to save AISD taxpayers more than $4.2 million over traditional bond financing for the first QSCB application award.

Cobb said the district has yet to receive notification whether the award will be interest-free or very low interest on bonds, but it will save the taxpayers even more money on the bond repayment.

The $13.86 million bond is covering the cost of renovations and an addition which is being constructed at the Atlanta Middle School campus.

As part of Phase 1 in the project, walls in the AMS west building, located on Parkview Street, are currently being demolished and classrooms enlarged, with an art room added.

Plans include a new 66,600-square-foot middle school addition that will connect to the existing 1955 middle school west wing, which is the newer building at the site.

Renovations at the existing middle school west facility will upgrade the layout and finishes so they match the quality of the new addition.

The bond will also cover upgrades to site work, including new paving for vehicular circulation and student drop-off. When construction and renovation of the middle school is complete, which is expected in August 2011, the current middle school campus will be demolished.

Also during the meeting, the board tabled any decision on the guaranteed maximum price for Phase 2 of the project, which includes the construction of the new addition.

In other matters, the board voted to hire Carrie Moro as a middle school math teacher and Janice Moore as a half-time speech therapist.

Atlanta woman hospitalized

Vivian woman killed in Hwy. 77 accident

A Louisiana woman died Tuesday evening in a two-vehicle accident on State Highway 77 East.

Morgan Tems, 24, of Vivian, was traveling east on 77 in a 2001 Dodge Durango when she braked hard and steered to the left to avoid stopped vehicles, according to a report from the Texas Department of Public Safety.

When Tems steered left she crossed into the westbound lane and her vehicle was struck in the passenger side by a 2007 Dodge Ram driven by 53-year-old Catherine Baker of Atlanta.

Tems was pronounced dead at the scene by Precinct 3 Justice of the Peace Micki Henderson. She was not wearing seat belt at the time of the accident, according to the report.

Baker was transported by ambulance to Christus St. Michael Health Care Center in Texarkana where she is in stable condition.

Trooper Shane Lawrence investigated the accident with assistance from Cpl. Eric White and Sgt. Joshua Mason of the Texas Department of Public Safety.
